The deployment of broadband services is an essential tool for economic development and sustainable job creation.

 

Obtaining widespread broadband service availability has been challenging.  One of the most challenging tasks is to identify the areas within a state that do not have access to broadband facilities and services.  In that regard, mapping technologies have emerged to assist states to identify potentially unserved and underserved areas.  Although many states have already undertaken mapping exercises, the American Recovery & Reinvestment Act (ARRA) recognized that significant progress could only be possible through the infusion of additional funding opportunities.  The ARRA provides federal funding for broadband infrastructure and deployment. Overall, there is $7.2 billion allocated to investing in broadband services deployment and adoption, which includes funds for infrastructure, training, and education to rural, unserved and underserved communities. $240 million of this funding is dedicated to state mapping initiatives.

 

This influx of funds represents the most significant one-time investment to date in broadband services. Central to its success is mapping unserved and underserved areas to identify and target precisely where the funds would be most effective while encouraging affordable adoption through consumer outreach.

 

To assist States and others in broadband data collection and mapping projects, the 706 Joint Conference makes available the following list of vendors from around the nation that engage in broadband mapping activities.  This list was compiled by the National Association of Regulatory Utility Commissioners (NARUC) from submissions of its members and reflects the members’ prior experiences and contacts with providers.

Kansas

 

The Kansas Department of Commerce’s Rural Development Director, Carole Jordan, is negotiating a contract with ConnectedNation to perform mapping.  A quasi-governmental agency and the Kansas Farm Bureau Association had been meeting with ConnectedNation prior to the enactment of the ARRA.  Funding is being provided through a State grant, not related to the ARRA, and by the Kansas Farm Bureau Association.

Massachusetts

MassGIS (the state's GIS agency, part of the Executive Office of Energy and Environmental affairs) and the Mass Broadband Institute (the quasi-public "broadband authority".

Since then, on August 4, 2008, Governor Patrick created a broadband authority for Massachusetts by signing Chapter 231 of the Acts of 2008, An Act Establishing and Funding the Massachusetts Broadband Institute. The Institute (MBI), a quasi-public agency, is staffing up, has a full Board of Directors, and has already completed a “Call for Solutions” (RFI) process for western MA. The MBI is currently engaged in more detailed mapping of broadband gaps in western MA, as well as working with other state agencies – including MassHighway, the Executive Office of Public Safety and Security, and the Executive Office of Education – to identify opportunities for synergies and sharing of resources.  The MBI will serve as the Governor’s point of contact with federal agencies regarding broadband stimulus funding, and will be designated as the “eligible entity” for implementing the provisions of the Broadband Data Improvement Act (BDIA), once NTIA advises states on the appropriate mechanism for this designation.
